This article is valid only for Windows 7 on a 64 bit. It may work with 32 bit as well.  Test yourself!

Had couple of weeks of vacation and my  PC (yes, I assembled it by shoving all possible higher configuration so that I can claim am nerd (who is social too)), it spitted this error and the worst part is every time it tried to install, it restarted and reverted back and gosh, wasted atleast an hour allowing it to do its work by itself. Later, with a smile, I was ready to much(mess) it.

Looked back at good old days, where giving least respect to windows OS by formatting re-installing whenever I wished. But this time, I bought it (yes, cant follow a decade old practice), and I was bit cautious not to mess up my OS at all.

Did some reasearch and nothing seemed to help. But hinted some where “Access Denial” and I suspected all possible apps. Top one is Norton Anti virus. They are notorious for denying access to windows itself at times in the name of protection.

I followed these. Obviously my 100 other wrong  steps are not here.

Solution

1) Right clicked the Norton Antivirus system tray icon and Disabled  it for 5 hours.

2) Allowed it to restart once and ensured it stayed that way.

3) Goto windows update. And install the update one by one. Its most important. (Start from the oldest important update).

4) It will restart number of times. Have  patience.  Do this one by one and allow the windows to restart every time.

5) Install the  IE 9 cumulative updates finally (the one that caused this error).

6) for sure it will work. Restart the machine.

7) Enable Norton anti virus (or any other anti virus).

8) Jump with Joy!
